The man has all the tools to compete and give a tough fight to any of the top fighters in and around his division. He has sick power, BLAZING speed, better than average defense, great boxing skills and being southpaw doesnt hurt either. You mentioned his fights with McKart and Rivera...but dont forget at how he destroyed Terra Garcia, another good fighter. And the fight vs Rivera wasnt a win....it was another destruction. Rivera had never been down in his career before that, and Simms easily stopped him and dropped him a few times. Im telling you that he is THE most underrated fighter in boxing. He also has a great style to bring in fans. No idea why he hasnt had a HUGE fight yet. Tho I could see him beating Alcine convincingly and getting a shot at Spinks (who I feel he would also beat convincingly)...after that, he could get the big BIG fight he deserves (Mosely, Hatton, etc.).
