The IBF ordered Beterbiev-Hopkins because they are the two highest ranked contenders now that Mohammedi had his shot and lost. Whether one or both of them accept, time will tell. Beterbiev may opt to fight Stevenson, assuming Stevenson beats Karpency as expected, or may opt to fight the winner of Braehmer-Konrad. He is highly ranked by all four of the major alphabet organizations- IBF #2, WBO #3, WBC #4, and WBA #4. (The WBA's #1 spot is vacant for the time being- it will be filled August 23- and Mohammedi is #2 but not for long.)

Beterbiev's people could decide that being the mandatory challenger is better than being the challenger in an optional title defense. However, they may not want him to be the IBF's mandatory when Kovalev just fulfilled that obligation. Maybe they will push for a WBO eliminator instead.

Hopkins is currently ranked by only two of the major alphabet groups- IBF #3, WBA #6. That could easily change- especially if an Abraham-Hopkins bout appears to be more than just a proposal. If he is looking to fight just one more time, then an Abraham bout would be much more enticing than a bout with Beterbiev. A win over Abraham could allow him to retire as a champion. A win over Beterbiev brings him a rematch with Kovalev that he hasn't been seeking.

Artur didn't really want the fight. He tried to pull Sergey's punk card hoping he'd turn him down and look like a duck, but Sergey pulled his and accepted.

Now he's hoping he becomes Sergey's mandatory it goes to a purse bid where Haymon could easily outbid Duva, forcing Kovalev to drop the title and look like a duck that way, all the while Beterbiev gets to avoid fighting Kovalev any way you go about it. Haymon is pure evil.

Why would Kovalev drop the title just because Haymon outbid Duva?:huh

Because Kovalev has a set contract to fight for HBO and if Haymon outbids Duva he'd promote it and it would end up airing on one of the PBC shows or Showtime most likely.

    Because HBO said so.

Kovalev already droped the WBC purse bid, worst, he signed an exclusivity contract with HBO knowing that it would means he had to drop the purse bid with Stevenson.

What CST and Techno said. Kova is tied to HBO pretty much. HBO and Duva would have to outbid Haymon to ensure that the fight lands on Home Box Office.

Kovalev has a 100% ironclad exclusive contract with HBO.

 HBO is still king and most fighters would prefer being associated with them instead of that 2 bit sleazeball. And Stevenson jumped channels to avoid Kovalev, so I think we know who's really scared here.

one fighter jumped channels to get paid more, the other one re-signed just recently knowing he would have to deal with these issues for less money :lol:. I think we know who the duck is. and you're full of ****, most fighters far rather be associated with Haymon than anyone else. what fighter that has signed with Haymon has ever talked bad about him, and he has A LOT of fighters, not to mention you say HBO is king, but who is left for him at HBO?

exactly, why talk bad about someone who's obviously not a sleazeball and doesn't have a history of ripping people off like other promoters? hell even Paulie who is retiring and clearly doesn't need Haymon anymore praised him highly. the facts are kovalev re-signed just recently knowing there would be no one left on HBO, when he could have got paid a hell of a lot more with far more opponent choices.
