Fleischer never had Dempsey as his number one heavyweight that is irrefutable and unarguable.He never had Marciano above Johnson either. Personally I think it would be a tough fight for Tunney. Assuming both were at their peaks, Frazier would be coming at him ala Dempsey and Tunney would have to move and try to hurt Frazier like he did Dempsey. Tough one to pick as both champions were great, Personally I like Frazier to win but Tunney was tested by a couple of the best (Greb and Dempsey) and found ways to win (except fight 1 with Greb).
I happen to think Tunney was a terrific fighter, superbly conditioned, very smart and extremely fast .. I just don't see him being able to keep Frazier off him long enough to win a decision .. Frazier was a pitbull, just brutal and if you did not have the combination of size and power w some speed he'd just be a terrible guy to fight ..
Fleischer to my knowledge first listed his top tens in each division within his great book "50 years at ringside". This book came out in the mid to late 50's. Nat NEVER revised his hwt rankings. It was not until after his death in 1972 that Ring revised his rankings moving Jeffries over Johnson among other changes.

In 1974/1975 Rings top ten all time hwt rankings were first revised. Jeffries was given top spot over Johnson Marciano was moved into the top five. Ali was brought into the top ten at No 9. Frazier No 10. Regarding Sugar he indeed rated Dempsey at the top at least during the latter stage of his life.
I pulled out of mothballs my original copy of Rings 1976 Record Book. Jeffries was indeed placed above Johnson (Johnson was Fleischers No 1) but both were lowered several notches. Here is what it looked like: 1. Louis 2. Dempsey 3. Jeffries 4. Johnson 5. Marciano 6. Tunney 7. Fitzsimmons 8. Corbett 9. Ali 10. Frazier. Looking within my 1978 Ring record book the list is the same EXCEPT Ali was moved up to the No 3 spot.
