You'd be surprised, it's not as ridiculous as you think. Yes you need a licence, and you need to go through some very rigorous checks. The house would have to be literally inescapable, have a proper enclosure outside and a bunch of other requirements. Pumas aren't that popular for obvious reasons but other smaller cats such as servals, caracals and bobcats are pretty common because they can do really well with humans. Personally I wouldn't accept someone owning a Tiger or Lion because there simply wouldn't be enough space for it to roam around, and I find that cruel. But servals, caracals and bobcats with the correct amount of space can be good pets if given contact with humans from a very young age.
