I think the difference lies in the motive. Dale Cregan was suffering from paranoid delusions and was a sociopath - these can be attributed as largely responsible for his actions. However, Michael Adebolajo - responsible for the murder of Lee Rigby - was found to be lucid and mentally sound with his motives being entirely religious.

People can deal with a tiny minority of the population being insane, but a mentally sound individual being able to commit such an act is a much more frightening prospect and brings a few controversial discussions to light that need to be spoken about freely.
