Ortiz has no bargaining power from a WBC perspective above Whyte, hence they BOTH must reach a MUTUAL agreement, just because one person disagrees does not make the other person an INSTANT mandatory, there are another 15 fighters to choose from for an eliminator.

Now seeing as Whyte is the PPV star, the proven draw, the onus was on Ortiz to come down to fight Whyte.
