Some organization had him as HW champ? He hasn't fought in years, publicly retired, made absolutely no attempts at signing for a fight, and ring had him as HW champ?

    Boxing is so f'd up.....

Fury isn't the Lineal champ. Apparently that was vacated 2016.... The only title he has to his name is the Ring champion... Which by their rules he should have lost a long time ago.

His Ring title hangs on technicalities atm.
You can make a case for him already breaking 5 of the possible 7 rules he had to abide, but when using a different interpretation for all of them he technically might not have broken a single one. He didn't fight for over 2 years by now, and didn't scedule a fight in that period either for him allowing to be slightly over. BUT he had a fight sceduled with Wlad only turned out to be suspended at the time citing an injury posponing and resceduling it, before he pulled out again on mental illness, after testing positive on cocaine and refusing a test. He then vacated his belts, his licence got revoked and retired shortly after.
After all has been said and done he finally accepted a 2 year retroactive ban for nandrolone in december and wants to apply for getting his boxing licence back.

So he broke all 3 time rules for taking fights, retired and got a ped ban... clear cut for stripping him then! But NO!

He also unretired shortly after, technically sceduled fights in that period with a top 5 rated opponent and despite him actually being suspended at the time, he kept up the cherade and so didn't break any of those rules yet.
Then the big nono, the doping issues.
He did get a positive test on coke, outright refused a test and got a back ban for nandrolone... clear cut right?! Again NO!
Cocaine is only considered a ped in competition, there's nothing on refusing tests in the Ring's rules (although it is equal to a failed test by almost every coverning body) and the failed nandrolone (steroid) test had taken place before him winning the Ring belt, not during.

So technically he's actually in the clear, although everyone understands those rules were not meant that way.
The sceduling thing alone means that you can scedule and pull out till the cows come home and then pull out the cows, without ever losing the belt.
Not to mention the ped issue.

"...There are seven situations in which the Champion can lose his Ring Magazine's belt:

    1. The Champion loses a fight in the weight class in which he is champion.
    2. The Champion moves to another weight class.
    3. The Champion does not schedule a fight in any weight class for 18 months.
    4. The Champion does not schedule a fight at his championship weight for 18 months (even if he fights at another weight).
    5. The Champion does not schedule a fight with a Top-5 contender from any weight class for two years.
    6. The Champion retires.
    7. The Champion tests positive for a banned substance.
    "

And Tyson Fury has failed a drug test at least once (http://www.espn.com/boxing/story/_/...ils-drug-test-positive-result-benzoylecgonine).

    It's about time.

No need for an inactive fighter to maintain a belt in perpetuity.

    That's not true at all.

The lineal championship is not just automatically passed to the next popular champion. The last lineal must either lose his title in the ring or cosign the next. The only way Joshua can be seen as lineal is if Fury retires his lineage, loses to AJ, or acknowledges Joshua as his successor.

This tradition goes back unbroken since Figg and his boys were champions. To say that differently, peek my list:

    https://www.boxingforum24.com/threads/heavyweight-champions-from-ancient-to-present-wip.597272/

From Figg to Fury this has been the way it is.

Deaf Burke fought and won like five championship matches before Jem Ward finally faced the Deaf'Un himself. He was never considered the champion until after Jem conceded because the lineal champion must acknowledge the continuation of the lineage and when Burke beat Bowen or Jem's younger brother Nick etc rather than acknowledging Deaf'Un as his successor Jem would announce he'd come out of retirement and was still the champion. He avoided Burke and retired again claiming if Burke beat a man of Jem's choosing Jem would acknowledge Burke, but it never happened and eventually Jem ran out of men to put between him and Deaf'Un.

That's just one particularly shadey example of the lineal champion abusing his status and the tradition. If you look for more you'll find it.

Tyson Fury is still the lineal champion.

Fury did retire his lineage that's what forfeiting is.
