Again this isn't accurate, he has asked for "no cut off date", which doesn't necessarily mean that anyone would be tested up to the day of the fight, it simply means that the possibility/threat of testing could be up to the day of the fight. In reference to SSM and PBF they weren't tested inside 18 days of the fight, while that was the last day of an actual test, the possibility of being tested was there and would in theory act as a deterent.
