not much depth to choose from here though really is there, division only became mainstream about the time eubank, benn, and foulmouth james toney were contenders, before that there really was no history or nothing significant

Eubank v Benn I&II were ultimate fights really. Although... I would have liked to have seen a Toney v Eubank or a Benn v Calzaghe as well.
The two best fighters ever to fight at 168 in terms of ability were Roy Jones Jr and James Toney, and they did fight in 1994. The fighter who achieved most ever at 168 is Joe Calzaghe. Therefore IMO, the best fight that could be made that never was would be the supermiddleweight Roy Jones Jr (1994-1996) v Joe Calzaghe. I would take RJJ to win by landslide UD, a masterclass.
Jones would've embarrassed him. G-man was exciting as you could ask for, but gets overrated when you look at who he was knocking out and that essentially, a handful of rounds vs Julian Jackson at 160 ruined his career and should've ended it for his sake. For Gerald to have a chance, one would have to assume that Jones' chin issues were always there, in which case a handful of "unwinnable" matchups vs him become much less lopsided in Roy's favor. Would've been exciting as hell while it lasted though, I'll give you that.
IMO, It would be a clear win for Jones, but I expect prime Joe would have fared better than Toney did.
I honestly don't think anybody could beat roy in his prime at anyweight apart from maybe sugar ray robinson
