Benn didn't refuse the test, he collapsed after the fight and got taken to hospital, you understand why if you watch the severity of the contest. It would be grossly unfair to label Benn in the same Category as the likes of Jones, Toney, Tarver, Mosley, Peterson, and Berto who are all an absolute disgrace to the sport of boxing.

I agree it does make you wonder how many fighters in the past juiced up due to lenient testing, the likes of holyfield, Tyson, Hopkins etc have probably gotten away with a lifetime of fraudulent success.

Of course Armstrong wasn't the only juicer, its shocking though that disgraces like Armstrong made so much money depriving clean athletes of fame and success.

Just like Ben Johnson wasn't the only steroid disgrace in the 100m, Carl Lewis was also depriving clean sprinters of success.
