Usyk vs Joshua is now for the vacant Lineal Championship

I'd care more about the lineal title if there was actually a time limit on how long an inactive fighter can continue to call himself the lineal champion even though he hasn't officially retired.

Two and a half years (as in Fury's case) seems excessive.

I think it would be better (although not necessarily perfect) if the time limit was the same as that for being stripped of a belt due to inactivity.
