From some video I have seen of Willie Pep, his footwork leads to teasing his opponent to think they could connect. Where as Vasyl I feel is more of a runner when he is circling. Often he is not within range to counter. Maybe he could be more effective by not exaggerating is movement.

 

Lomachenko hits harder than Pep, his lateral movement is awesome..............
