The answer to your question lies partially in the fact that Floyd never challenged Vernon. Floyd knows who he can and can't beat. Floyd called out Shane, but never called out Vernon, because he was afraid of him. Same goes for Floyd vs Margarito. When Floyd saw what Margo did to Martinez (who fights in a similar style to Floyd), he steered clear of him.
Floyd Mayweather has shared the ring with Euro-level legends like Serafim Todorov and Artur Gevorgyan. I favor Floyd over Vernon and most challengers in and around his weight class.
Vernon was not at welter when floyd was around, he was a big guy, roger said that he would have been his hardest fight, i also think winky would have been a very hard fight for him aswel. Both these fighters are very underated, and could both hold their own with any welterweight/light middleweight in history. I believe Floyd would beat him by two or three rounds, floyds dad used to put him in with massive fighters when he was younger to work his reflexes and make him rely on his defense so it wouldnt be somethinmg he would be alienated by.
I have always thought a prime Forrest would beat Floyd, such a shame fights like this never happened.

You guys need to realize that Roger trained Forrest as an Amatuer and he knew Forrest well. Floyd would box the **** out of Forrest but Forrest would make it a fight for about 6 rounds.
This guy probably didn't know who the **** Martinez was back then. And I'm almost certain Floyd didn't either lol.
