Strange question, I know. But I'm curious whether there are many fighters who fit this description. I've seen Wlad described this way but I can't think of many others.

Marciano comes to mind. Wilder too.

Those are two very interesting cases.

Did Marciano fail to stop any men once he hurt them?

Many people would probably argue that Wilder is too sloppy and limited to be considered a very good offensive fighter in the first place.

Well he threw 95+ punches at an old, weary Ezzard Charles in the final round and couldn't get him out of there. It took him a ridiculously long time to get Cockell out of there, LaStarza too. He also couldn't finish Moore in the 6th round and had to beat on him a little longer.

I'd call Marciano a killer offensive fighter but a rather sloppy finisher, he doesn't have the accuracy or footwork for it.

Wilder's power is the only reason I'd say he's an awesome offensive fighter, since his straight right is killer.

Jose Carlos Ramirez is a fighter i'm looking at now who is a little like this, but actually I don't mind it in a younger fighter. It's better to be patient and learn a little push than it is to be a crazy man and learn control.

You mean two men who have KO%s among the highest in history?

Many fighters of more recent vintage, once they get a guy hurt, just start throwing punches. Maybe not exactly a windmill but the theory is the same. It works well now, just throw enough punches and, often enough, you'll get a stoppage.
I don't count that as being a good finisher.
You can tell a good finisher by what he does when he has a guy hurt but not hurt enough. First, he knows the difference, so he doesn't get excited and throw stupid. Second, he plants a good body shot. That paves the way for hurting him enough next time.

I understand, but if you know what the referee will do in response under the rules of the sport you are engaged in and achieve the stoppage, you have done your job.

Teddy Atlas was always a real stickler about that. I remember him pointing out the importance of going downstairs when a fighter's hurt, to open him up for head shots and seal the deal, on many occasions during his Friday Night Fights days.

Most people probably don't consider him good offensive fighter, but Max Baer wasn't great finisher and based on results he was very good offensive fighter.

Tho I somewhat agree that Waldo got too cautious, he did finish 53 of 69 opponents (4 finished him)... and he was fighting top level folks from pretty early on. I wouldn't call his brother a great finisher either, in the simple understanding of the term, but both finished a vast majority of their opponents. Maybe they weren't emphatic, highlight finishers but they were finishers.
