I wouldnt rate him in the p4p 10 because i never rated segura that high but anybody who did definitely should.

He has dual citizenship. Born in Hawaii to Filipino parents, which makes him a Filipino citizen by Philippine laws. Was raised in the Philippines from 6 months to 6 years. Didn't even learn English until he rejoined his parents in Hawaii to begin school.
