You're creating double standards. Hill was like 20 defenses in when he lost a decision to Dariusz, who was around their level anyway. Roy was better than Foster. I'm pretty sure Hill would've ended up with better results against Mina, Doug Jones, and Zora Folley. He did manage to win a crusierweight title, whereas Foster just lost against cruiser equivalents.
Hill had longevity but Dawson, at his peak, put up winning results against a tougher lineup than what Hill was fighting.
I'm not creating double standards. You are. And Hill's resume is nothing special. You yourself even picked Foster to beat him. His whole career at cruiser was AFTER he lost to Darius and Jones ffs. His resume just isn't very good as he's all about longevity. So what he won a cruiser title? His comp was so so. Let's take the Hill in his 13th fight against the Mina that fought Foster. Whole different ball of wax. And btw Doug Jones gave a young Ali problems. He beats Hill up.
Hill was a good technician. Quick hands and feet with a very good Boxing brain but without significant power. I think the fact that he liked to box off his back foot might give Foster problems as Bob also liked to counter punch. The problem Hill has got here is that if both men sit back then Foster simply outboxes him at range as Virgil doesn't have the reach to get to Bob. At some point he is going to have to press and that's when he starts running on to Fosters long, very hurtful punches. You can have the best chin in the World but you're eating those all night. Over 12 it's Foster on points. If it's 15 Bob stops him.

In relation to your question regarding Fighters similar to Mina that Foster fought later in his career. Apart from being a southpaw, Chis was a slick Boxer with lightning fast hands, a great Boxing brain and a terrific chin. I'd say there were similarities.
Bob Foster lost to heavyweights, Doug Jones, Ernie Terrell, Joe Frazier, and Muhammad Ali, Foster became the first fighter to cut Ali. Virgil Hill did look impressive stopping Leslie Stewart in round 4, to win his WBA Light Heavyweight Title on Sept 5 1987. Foster stopped D. Tiger to win his World Light Heavyweight Title on May 24 1968 in round 4 also. Bob relied on a snappy left jab, Bob had height and reach on most of his opponents. Virgil Hill may trouble Bob early with his movement and boxing skill, but in round 10, Bob connects with his signature left hook that puts down Hill for the full 10 count. Foster was champion from 1968- 1974, retired with his title after his draw with Jorge Ahumada in 1974.
