Well i can tell you first hand, that doctors can give you roids in order to cure problems. For example i am on roids every other week since i have crohns disease and i can not imagine living without those pills. So if Vitaly took it to cure smth, you can´t blame him.
and by the way some roids even destroy your bones, so you might get more muscle, but you will way easier break your limbs or sth.
Well, if you ever get some meds from a doctor, you will always take it. And i believe that many of the athletes didnt know that they were "cheating". Some guy got a 6 month ban from soccer bc of taking something that should make his hair grow again... come on you can dope better than that. Seriously I believe there are roids who cant be found with modern tests, so everyone who really wants to dope and has at least a little bit of brain, uses them instead of other drugs.

Presumably the drug was illegal for a reason - it enhanced performance in some way. Is it common to give that drug "to aid in the healing of a broken leg"? and he didn't know it was on the list...? all seems unlikely and also you can't pass a drug test "with Flying colors"...You just pass or fail.
