There are two (mostly) independent commissions setup to audit the ban on Russian athletes by WADA. Essentially WADA cannot back up their cases with definitive science to support the conclusion for a ban. And this is in many cases, plural. The commissions also call for WADA to re-establish doping control in Russia, to get their athletics back up.
