Take it from me, and my personal experience. Being in agreement with Boxed Ears has never worked out well for anyone, whether they knew it or not.
Golovkin called out Welterweights and Jr. Middleweights for paydays. Those are the only ones he was serious about.
Ward could have put your theory to the test but unfortunately after GGG called him out he got a bad case of the shits and had to run back to oakland to hide under mummy's sofa.
Golovkin could have put your fantasy call-outs to the test by actually moving up and chasing the fight. Realistically, he was busy calling out Welterweights for paydays.
For sure GGG was more feared. Usyk might soundly outbox you, but he won't dish out career-changing damage like GGG did. As others have pointed out, Canelo, Froch, Barker, Sturm, Quillin etc. either blatantly ducked GGG or were obviously reluctant to fight. Likely some of them thought they could beat him, but didn't want to go through the hurt that comes from fighting Golovkin.

Gennady "The Tomato Can Devourer" Golovkin had such an idiotic fanbase, he was shamelessly calling out Welterweights for paydays and he was being roared on for it. He is now retired with Kell Brook as his #1 best win.
GGG will go down as an ATG middleweight. Ward will go down as nothing much. He had a chance to fight Golovkin but chose to urinate in his pants instead.
