No. He did not. The wasted seconds were due to 1) picking up the spat out mouthpiece and putting it back in Navarrete's mouth and 2) Navarrete complaining about the mouthpiece being upside down. There was absolutely no wrongdoing intentional or otherwise on the part of the ref. You could argue that Navarrete could have been deducted a point for deliberately spitting out the mouthpiece but only the boxer knows if it was delibrate.
I'd argue it doesn't matter whether it was intentional or not. The spitting out of the mouthpiece denied a man who had scored a fair knockdown of the chance to finish off his still hurt opponent. He put him on the canvas. He should have had a fair chance to close the deal right then and there.

I think we all know nothing will come of it. At worst the ref will be "counselled" and may be kept away from high profile fights for a couple of months. Difference here is that Weeks took control of the situation and rushed Corrales back to corner to get another mouth piece in. He then correctly took a point off Diego for the next infraction, which probably wasn't the appropriate course of action in this instance as it was a first offence. The first period of time was significantly less than the 27 secs Navarrete got but the 2nd infringement was about the same if not more. I can't really think of any specific rule Flores has "broken" except perhaps he didn't follow ABC guidelines with how a ref should handle the situation because apparent inaction that advantaged Navarrete. The count seemed slow and he fluffed around afterwards but the count is what the ref deems not what a stopwatch says exactly. He probably should have called time, which i don't believe he did, whilst the mouthpiece was going back in, that bought Nav some precious seconds. I'm not going to pretend I haven't personally witness Australian fighters get similar treatment when they are fighting at home.

And if Nava had a point deducted immediately, people would say that was part of the rigging to give him even more time. So again, what is the solution?
Spitting out the mouthpiece is not the same as having it knocked out. Deduct a point for spitting it out.
