Was Floyd on Steroids while he stayed with Don Hale . Navarro was no mere opponent.
Navarro had beaten Mayweather in 1995 to make the Pan Am team and would go on to have a solid career as a professional. He was Mayweather's boogie man, the fighter who kept the young prospect in the gym and on the straight and narrow.

"I'd always told Floyd in the gym that Navarro was probably doing this much and that much," former Mayweather confidant Don Hale told The Ring magazine. "Floyd heard me and always did more."
THIS DON HALE : Research of patients coming to HRC shows that hormone replacement is not only for females going through menopause. "We have had a very large range of age of people needing hormone replacement--from ages 22 to 91!" shares Don Hale, President and CEO of HRC Medical Center. "This therapy is not exclusive to women--men are coming in and experiencing dramatic results! We have 2 male celebrities coming to HRC for treatments and they cant believe how good they feel!"

Floyd's most likely a drug cheat. He paid Pac to keep his medical records, test results, and USADA contract locked and under file.

    Precisely!

I would think the reason to be afraid to test was that Pacquiao was unsure if he could beat better testing when he was so used to passing the outdated testing boxing commisions gave.

Floyd demanding better testing blind sided Pacquiao.
If I'm a fighter in Pacquiao's shoes, I'd only agree to the updated testing only when I've done my homework and I'm sure I could beat the testing.
    ........thus, what Pacquiao has done!!!!

No evidence that he was. But, his floundering on this issue helped fan the flames of suspicion.

I voted I don't know, because I don't know. But do I think he was on
PEDs? Of course. And do I think that most if not all top pros take
anything they think they can get an edge with? Yes, if they think or
know they can get away with it. Too much money involved to 100%
believe that any of these guys is and always has been clean.
