Was he heavy-handed like George Foreman while having elite hand speed, or he mostly had elite speed and above-average power, allowing him to produce a lot of damage in a short period of time, making it appear as if he had elite KO power similar to Manny Pacquiao

No he wasn't heavy handed in the slightest and never was. His knockouts primarily came from speed and the ability to delivery them at the right time. He said so himself when asked a similar question about how he KO's people. This content is protected
He's just being modest there. His late career shows that he, in fact, was a hard hitter. With his speed gone and his technique heavily degraded, he could still score one-hit KD's and KO's. Look at the Botha KO. Look at what he did to Golota with one punch -- knockdown, broken orbital socket, slipped disc in the neck.
If this was true then Michael Dokes would have been a big ko puncher as well. Tyson was a massive hitter and we saw this be Botha and Golota with his speed heavily in decline. What made him more dangerous in his prime was that he could throw 4-5 punches in the same time span that other heavies could throw 2-3 punches in. But the heavy hands were always there.
On a scale from 1-10 purely in terms of power, he may only be a 9 or 9.5. But 9 is huge. Most heavies are 6-7 s. You could say that guys like Tua were legit 10’s but Tyson hit almost as hard. speed only matters so much. Otherwise the quick handed Ali would ko people like Tyson did. Or Dokes for that matter.
