No he wasn't, Pacquiao wasn't even 100% he was still developing at that stage and still beat the living hell out of these guys. At that point Pacquiao had power and speed to rely on, basically a one-two fighter who was one-dimensional but extremely powerful. I don't think anyone sane will say he's one-dimensional today.
he still fought using his double jab/straight left quite a bit. towards the back end of his "developing" stage so i'm willing to say no. as a side note, when they showed the tv audience his wife, the first woman they zoomed in on wasn't Jinkee. She was much more attractive than Jinkee. I lol'd quite a bit.
After what round was this? I dont remember it, but I do remember seeing Dela Hoya crying from ringside.

Nope. He was still using his bread and butter 1-2 combination too much back in 2003 (although it was effective). Pacquiao is currently a more rounded offensive fighter than he was back then.
Pac was in his physical prime at that time. Strong and fast and relentless. He had alot of talent but he wasn't well polished. But he was so athletically gifted that you could make a case that overall he was almost just as good back then as he s now. Moving up in weight and taking on the p4p#3 and just beating him down from pillar to post, that's a hell of an accomplishment.
