Chagaev beat Valouev, won WBA title. Vlad beat Chagaev in the ring, so WBA takes title from Chagaev and gives it to Valouev. Haye runs from Valouev throwing no punches and was given WBA title as a gift. Vlad is the real WBA champion now.

I'm a promoter and want my fighter to be ranked... Give him 20 nobodies and a falsely good record, pay some money to the sanctioning body, andy of them and voila, we have a madatory challenger.

 

the last thing we want to do is recognize another sanction, once we make it legit theres no taking it back from them.
