i'm not sure in this context, it's usually for fighters who are injured to free up the belt and they can fight for it when they return from injury. But seeing as Benavidez doesn't appear to be going anywhere, unless he's taking some time out, i'm not sure either
It usually means that such champion will be allowed a chance to fight for the title vs. the regular champion when the champion in recess is ready (after an injury, etc.)
A good example would be Bellew was the WBC cruiserweight champion in recess so as soon as he went back to cruiserweight he was able to challenge Usyk.
