It depends upon the two fighters' negotiations. In fact, Cotto was the one who agreed to fight pac at 145. The title is now the one still on the negotiating table. Remember, WBO and other boxing orgs allow title belts to be fought at at 147lbs and below.

We all want to have the fight at the maximum WW limit, so that no excuses shall be made. We have no choice but to wait and hope the fight gets made officially.
