I'm not sure how it works because I know IBF goes down a list in order to make title fights. I'm pretty sure WBO doesn't actually do it but here are the top 5 (as of jan 21) Gilberto Ramirez (wbo automatically gave him this rank for dropping a world title at a weight below) Umar Salamov Maxim Maslov Eledier Alvarez Joe Smith jr. the talks are that the 4th ranked Alvarez and 5th ranked Joe Smith Jr will fight for the vacant title but I'm not sure it works out like that. there is still time and the list can change a bit. How long can Ramirez stay 1 for for moving up and doing basically nothing? Forever?
