    Why was Manny Pacquaio allowed retain this belt for so long without defending it?

    It was 15 months since the Clottey fight.

    And why is ESB so slow, everyone log off.

    Because the WBO want to keep Pac as their champion because it gets them more $$$ than if Kell Brook or Mike Jones had the title, and it adds legitimacy to their titles.
