Sure he's been stopped 3 times in total amateur and pro (Nistor, Fat Andy, Dubois all big punchers) but when you factor in how many savage punching KO artists, legit bangers, and big punchers he's fought and he has only not finished on his feet once amateur and pro

Do we really need to play the KO HL reels of Wlad, Povetkin, Big Bang, Dubois, Whyte and some of the others?

But some of the other guys he fought in the ams were very or big punchers too.

Anyway, the answer is former jr. flyweight champ Sivenathi Nontshinga if we're talking solely about guys at the world title level. He got KTFO by a guy with a 20% KO ratio, was KOed by Yabuki (who can punch tbf), was rocked by Suganbob once or twice iirc, and was dropped by Araneta. Nontshinga is a classic example of a glass cannon.

Amongst the champions/contenders... I think I'd have to say AJ. He absolutely hates getting hit, he seems to have this look and thinking that he deserves too much respect to get hit.

I suspect that Haney has a poor chin which will show in the future, however his defence is pretty good and is actually a solid boxer so he doesn't really get hit that much.

There is not a single other country whose boxers are referred to as "domestic level."

There is a difference between chin and heart.

AJ has a weak chin but good heart.

Not denying those fighters you have listed had great chins. However, I look at all the historic countries in boxing eg USA, UK, Cuba, Ukraine, Mexico. I'd argue UK ranks the lowest in terms of chin compared with all these countries.
