Impact may be mass * velocity, but the velocity is entirely due to force applied in the first place--and Briggs' muscles put out far more force now than they did when he was younger due to the excessive weight training. Just like Foreman hit harder than a middleweight even though a middleweight punches much faster--the difference isn't in the speed of the arm, but in the force of the muscle contraction itself.

That isn't to say that Briggs is better now. In fact, he's likely much worse because he doesn't train anything except weights. But in terms of hitting power, he's better now than he was in his prime.
