Cotto has a built in fan base in America (Tito fans/PR parade) And Cotto being a son of an island that is owned by the USA is easier to build a PPV audience in america for then say a lil Asian guy or a Russian.

In Imperial days you couldn't say that an Indian born in India who lived in India would be considered British just because India was in the British Empire. Their country might have been part of the British Empire and Britain technically, but if you had this Indian athlete come and compete in Britain at boxing at that time then they wouldn't be considered as British so to speak, even if they were subjects of Britain and they would not be considered to be on a par with a London-born athlete in terms of fan-base or home advantages.

Just like Cotto may be from a country which is a part of the American 'empire' or commonwealth, but that still makes him a foreigner in America, at a disadvantage to a USA-born athlete.
