In the days of Henry Armstrong to become a 8 weight world champion you would have to win titles at Heavyweight, Light Heavyweight, Middleweight, Welterweight, Lightweight, Featherweight and Flyweight. So not exactly a fair comparison. And no did Pacquaio or Mayweather become lineal champ in 4 of them. Broner is a 4 weight world champion, does that make him an ATG? Nope. They are mearly in an era of many more weight classes and many more titles and those achievements will be matched in no time. I'm not someone who rates all and sundry as "all-time' greats. To be considered "all-time', you would have to be talked about for "all-time" much like Sugar Ray Robinson and Henry Armstrong are brought up daily now. In 50, 100, 200 years from now, will Mayweather and Pacquiao's achivements stand the test of time or will there be many, many others on par or greater than them? If he won titles at 142, 144, 146, 148 and 150, that would make him a 9 weight world champion, overtaking Pacquiao. And it wouldn't be just Broner who take over him. And you can't say boxing won't recognise those belts because boxing doesn't really recognise the IBO or Ring belts but you included them in your Pacquiao example.
