Beat De La Hoya, Margarito, Williams, and Cintron and some other WW contenders (Clottey or Berto).

if he beats the other WW names... Cintron, Margarito, Williams, then goes up to 154 and beats a belt holder and does the same at 160 and a then P4P fighter, for example

Yeah clean up the Welters and dominate for several years, and if he continues to put in performances like he did v Shane then that is a very possible outcome.

No, he's not and I'll ellaborate on that...

Mayweather is younger than Mosley. His handspeed now is greater and so is his footspeed. Mayweather's defense is on another level completely than Mosley's who isn't a defensive master like Floyd. Floyd is the better counterpuncher and displays better anticipation and is by far the better ring general.

Mosley is great, Mayweather is better

All time, well beat Williams, Margarito, Cintron. Then move up to 154 and unify. Then move up to beat Abraham and Pavlik. That would put his resmue right there with Mayweathers then.

To earn his title shot? He did that by beating Mosley, and destroying Quitiana.

Quite honestly, nothing. Skillwise, he'll never be at Floyd's level. Given that he's not at Floyd's level skillwise, he'll never be able to accomplish the things Floyd has. He'll never be a 5 division champ(3 is probably his limit), and he'll have a hard time beating guys of all different styles such as Floyd. Given all this, Cotto should stick to being Cotto. He's a damn good fighter in his own right, and he's on his way to establishing a pretty good legacy for himself.

Cotto doesn't have to clean up the Welters to be on Floyd's level because Floyd never did that.

Cotto will have to remain unbeaten for several more years and notching up some good victorys on the way. He could actually avoid the best out there and just fight old de la ho ya, Hatton at Welter, and Margarito, and if he won them all convincingly I'd have him right by Mayweather's side.

But that isn't Cotto, Cotto will go for the best around.
