This isn't even close. Puerto Rico by a comfortabel margin. Hell every other coutnry in the list has more people in just one of their major citites than PR does on the whole island and yet PR rivals everyone except the really big ones in terms of number of champions
If its according to population then i would say PR takes it. I didnt know there was only 4 mil people in it. Right now they actually rule the #1 division in boxing. Other than Calderon and the WWs who else do they have as champions at the moment???

Well, if it's "world champion per million of population" and only pro fighters are counting and only those who born in the given country it's maybe PR or Mexico. If amateurs count it's Cuba by brutal KO.
I would deff say Mexico. They may not produce the most atg's but for its size Mexico belts out tough kids like a factory. There are so many great Mexican fighters, and theyre always fun to watch.
Canada has 3 current title holders out of 30 million (although Bute isn't really Canadian) still pretty good.
