Mainly accomplishments. Skill is a big factor also, but boxers can under-achieve, or over-achieve in this department. Fighting in an era, division where other good/great boxers operate...so luck basically.

his only 2 kos have been in the 3rd round when he was fighting in asia and had no good trainers/managers like everyone else in america
knowing how to win after you lose rematching the guy who beat you fighting someone thats elite when you could have fought a lesser guy for the same amount of money (sturm) longevity fighting top guys more often that not fighting often and not 1, 2 times a year
He atleast should be retired for a few years. The way things are going, people are nominating current fighters, like Pac, as soon as he has a few impressive fights --- like the Hatton knockout. Meanwhile the guy is going to quit and hide behind those laurels. Definatel not ATG material. Has to do much more like beat PBF. That fight wont happen. He refuses drug testing to avoid the risk of his humiliation.
Skills shown on tape against peers. Resume isnt as important. An example is if you watch a great fighter versus a really good fighter you should clearly be able to see the difference in boxing attributes without knowing the names of the fighters.

Resume. Domination over every style and not just one style. Beating other ATG fighters who also beat ATGs. Longevity a little. Moving up in weight and still beating the top fighters.
