In my humble opinion, ive always viewed fighters into tiers of 12 fighters. each division has a top 12 and the next best 12, then the next best 12 and so on. I always view that every fighter needs to fight 1 guy in his repective tier. I.e Fighter ranked 25 has to fight guy ranked 26 in order to move up to fight................. the fighter ranked 18 who is looking for a warm up fight as he is looking to fight............the fighter ranked 10 who is looking for a string of fights to keep his ranking warm and get some practice so he can fight........ the number 3 ranked fighter........ so on and so forth. like the socccer clubs in europe do, raising quality through a merit, not favour.
