Mayweather seems to have the most hardcore fan boys out there that will buy any of his PPV, so I would say Mayweather.

I doubt that. I hear a lot of people that don't like him bought his last fight because they heard that Canelo was a real threat (lol, they obviously didn't watch boxing before) but other than that I can't see someone buying his fight unless he has a good chance of losing. So Oscar, Cotto and apparently Canelo should have been the only fights any haters bought.

Floyd's will do better but both will fall below expectations. They might have to reconsider fighting each other if they want to have another 1mill+ PPV show.

At that weight Pac has JMM and FLoyd as options.
    FLoyd's only option is Pac.

Despite Bradley bringing way more to the table than Khan or Maidana in this department, I still think Mayweather vs. either of them does more than Bradley/Pacquiao II...

I would base this on the dip from JMM III to Bradley I as well as the dip from JMM IV to Rios... in addition to Floyd's previously non-PPV opponents in Ortiz (1.25M) and Guerrero (870K).

Floyd just sold 2+M PPV's in his last fight... I don't think he's worried about never hitting the 1M mark ever again like you say.

As for options, you are wrong. Pac has JWW Provodnikov and perhaps more rematches with JMM or Bradley. Mayweather has JWW Garcia and the whole rest of the WW top 10 as options with GB. And Mayweather has shown the willingness to fight at JMW, which opens a whole lot more doors.

I think you're smart enough to know Canelo had a huge hand in that PPV success.

Floyd's previous fight fell below expections and he has no more Canelos to fight.
Unless FLoyd decides to fight a Martinez or GGG, Pac is his only hope to get his
    PPV's above 1mil.

Alvarez 100% did. But will there not be a next boogeyman? Isn't a rematch with him possible? Is a PPV card with him co-maining in a good fight not possible?

I bet Maidana will do 1M PPV buys.

Do you not realize that Guerrero, with no notoriety or fanbase, the lowest PPV total of Floyd's career since Baldomir... sold 870K PPV's? That's close to 1M right there.

Ortiz, who also had limited notoriety and fanbase, sold 1.25M PPV's.

I think you are being a little naive to say that only Pacquiao or a MW would generate 1M.

And you're being a bit hopeful.

Floyd vs Maidana /Kahn will do around Guerrero numbers. :deal

For Guerrero fight to do that many buys it was alot to do with people that want to see him lose. Pacquiao would do more buys because hes more loved but haters pay to pray/hope you lose. Pac really doesnt have any haters so it doesnt do more buys
