What's been said is the simplest way for most people to understand but if you prefer a more scientific,mathematical approach it's who is getting the greater value of force when considering their weight/size/mass to force ratio. Which of course since most guys aren't tested in a scientific setting it leaves everything highly debatable

If a heavyweight has a 60% KO rate, and a middleweight has a 90% KO rate, it's pretty clear who's got the more power relevant to their division. It's not as simple as that, as you have to factor in opponents and whatnot, but it's good enough as a standard.

Yes but his "p4p" power is judged at MW. Just like p4p rankings as a whole. Nobody says "hey Fury is good but Haye is 50 lbs lighter and almost as good so he should be higher p4p".
