However over 50% of his career was spent fighting for or defending a World Title which is what I said by mistake.

I was on boxrec a few weeks ago for some reason and found a little guy I'd never heard of who only had about 30 fights but about 22 of them were title fights. I think he fought in the 80s and was some kind of South American. He didn't go undefeated, but he defended the title, had two or more reigns, and got like five shots at a belt.

Take Kovalev for example. Say he defeats both Stevenson and Ward. That would surely put him as the #1 p4p in the world and a future HOF, but after that.....what? There would be no one else to propel him above HOF status. Even if Kovalev moved up in weight and captured a few titles at cruiser, those divisions are so pathetically weak that they still wouldn't make him a "legend" or "ATG".
