I was gonna say Frank Bruno but then remembered that he beat Mccall for the WBC. Prior to that he was 0-3. Might be someone who’s not a heavyweight.

I'm thinking George Chuvalo and/or Jerry Quarry?

Rocky Juarez is 0-4-1 in world title fights (Or fights for one of the major belts - that may be better way of putting it). He lost to Barrera twice, to Marquez once, then drew and lost to Chris John.
He also lost to Humberto Soto for WBC interim belt if You want to count that.

Yaqui Lopez fought 4 times for the light heavyweight title and once for the cruiser weight title. Armando Muniz also fought 4 times for the welterweight title

Besides already mentioned Juarez and Lopez, the following have also challenged 5 times without capturing a world title:

    Santos Cardona
    Leonel Hernandez
    Victor Polo
    Mitsunori Seki

Chisora has only challenged once funnily enough.

Quarry never got a shot at the unified heavyweight title. the closest he came was for Joe Frazier's discount bargain table NYC title in '69.

Chisora is one of those bad sportsmanlike, disrespectful BUMS who should be humanely euthanized

Think Golota fought for a world heavyweight belt 3 or 4 times without winning

If you narrow it down to fellas who fought for the undisputed instead of split titles the list gets smaller. Alan Rudkin (Harada, Rose, Olivares), Mitsunori Seki (Saldivar x 2 and Sugar Ramos), Luis Castillo (Manuel Ortiz x 3). Anyone think of someone who fought for an undisputed title 4 times or more?
