If his career goes the same (as in he fights the same fights with the same results, save for the Rumble in the Jungle), I'm not sure that Foreman gets rated higher at all. He doesn't lose to Ali, but the win against Frazier doesn't mean as much. The win versus Norton doesn't mean anywhere near as much. The loss to Jimmy Young is a lot worse, without Young having made Ali look quite mortal. He probably ends up about the same as he did in real life.

We don't get a Holmes reign- He wouldn't end up sparring partner for Ali and becoming a true world class heavyweight.

Ali loses his GOAT status in the eyes of most fans and instead gets seen as a top 5 guy- But likely doesn't get much higher than that.

Foreman becomes the consensus GOAT and likely goes unbeaten until at least the mid 80s, we get to see an even better version of Big George for an even longer time, and I really don't see him losing to anyone other than the very best, when he's past his best. Holds the undisputed title and massacres just about everybody that steps up... Lyle, Young, Weaver, Shavers, whoever you say steps up will get knocked down, and they will STAY down.
