Welterweight does NOT mean that a contracted weight limit can be between 141-147 inclusive. I say this because: Suppose Cotto weighs in for 146 for this fight. He's weighing in as a welterweight, but...
Oh ok now I understand what you mean. The welter weight limit is 141 to 147 that's right. Now the contracted weight limit is just between Team Pac and Team Cotto. If Cotto weighs in more than what's in the contract then I can assure you there will be some sort of penalty included in their documents. And if it's sanctioned fight that means the boxing governing body agrees with the contract between the two parties.
To make things easier for all of us to understand about a welterweight fight. 1. One of the fighters must weigh 141-147 on weigh-in and the other one can be lower. 2. Fight must be contracted at weight range of 141-147. So, a fight between 138 lb'r vs 145 (weigh-in) is a welter fight if contracted @ 145.
