It is very much a quantity over quality resume, but you can only work with what is available.

    01. Norton
    02. Mercer
    03. C00ney
    03. Shavers II
    04. Shavers I
    05. Ali
    06. Witherspoon
    07. Williams
    08. Smith I
    09. Weaver I
    10. Snipes
    11. Ocasio

    12. His performance vs. Spinks (rematch), I had him up by 4 points.

    13. His performance vs. McCall at age 45 1/2, losing by just a point.

He destroyed M. Frazier and L. Spinks who really had little to offer.

    Norton
or Shavers 2 (Shavers had just flattened Norton in 1 round)

The win that best shows off his greatness is Mercer imo.

Being able to school an unbeaten top ranked gold medallist at his age was incredible.

He has a few top top quality victories, the way I order it is.

    Mercer
    Norton
    ****ey
    Shavers
    Ali
    Berbick
    Weaver
    Spoon
    Smith
    Williams.

Berbick might be my 3rd choice after Norton and Shavers.
Holmes really schooled Berbick over 15 rounds.

Best win can mean different things.

Best showcase performance where he did not put a foot wrong and had utter command was his 1977 win over Fred Houpe who was then using the name Young Sanford.

Best a actual win was Gerry ****ey. This fight showed ring generalship, seasoning, heart and grit. Larry really prevented a champion in the making that night.

Yer I know there's probably more to consider than sheer quality when we are talking about best wins, but that's how I see it.

And yer, no objections to Weaver coming next or alongside, I'd add probably add Shavers to complete his top 5

I thought the Weaver win was more impressive than the C00ney one, despite (or perhaps because of) Weaver's lack of reputation going in.
That was the fight where Holmes really showed his grit and smarts the most, but there were many more.

Norton for me because it was a war and after that, no one could deny Larry's greatness. Witherspoon would be next because on the occasion when Tim was right, and he was that night, he was quite formidable. And that was a helluva fight. Then comes Mercer because Ray was close to prime whereas Larry was past it, but Holmes was masterful in that one. And against both C00ney and Shavers, Larry was clinical. I wouldn't agree with the Ali choice because, quite frankly, Muhammed was shot to pieces.

Weaver, he established himself as the divisons number 2 for the early 80s after losing to Holmes.

    ****ey and Norton, next.
