Impossible to say why one fighter crosses over to become a mainstream star while others languish in obscurity. Mosley beat a better version of De La Hoya yet never had the following Mayweather gained after beating Oscar. It's probably a combination of things. You have to look right, be entertaining inside and outside the ring, be good at self promotion have the opposition available to make interesting fights and of course the ability to beat the best. Also luck plays a big part, facing the right opponent at the right time, having celebrity fans who attend your fights who will bring in exposure to people outside of the hardcore fight fans.
He does better than pretty much any other fighter in history PPV wise. He is a huge draw in his own right. DLH, highest PPV before Mayweather was 1.4mil, he adds Floyd, and gets another million buys. The man is a draw plain and simple.

Sure many people pay to see him lose also many people pay towatch him win. He has transcended boxing and is the highest paid athlete in the world. He bring millionsof dollars to the economy of Las Vegas. He is an innovator 247 All Access.
He definitely doesn't have the charisma or charm of Ali, but than again, no fighter has ever had the ability to self promote themselves like Muhammad. I'd say it's a myriad of factors, but the main one being that he's undefeated and people want to see him lose pretty badly, especially all his naysayers. For a guy that's considered "boring" by some pundits and fans, he sure knows how to fill seats up in an arena and do good PPV numbers on a consistent basis.
