Pacquiao has had such a career that it's hard to choose among his greatest victories. In my eyes these three stand out from the lot but impossible to choose:

Barrera by TKO in the 11th.
Hatton by KO in the 2nd.
Cotto by TKO at the last.

I can never decide on a choice, all three are fantastic.

    I'd say De la Hoya.

People will argue that De La Hoya was weight drained for the fight, which they will try to use to discredit the win. Still, the previous year, De La Hoya had pushed Mayweather all the way, dropping a close MD to a guy that typically wins via UD. A bunch of my friends and fans of boxing believed De la Hoya was too big, too skilled. De la Hoya was a two to one favorite going into it.

On that night, there was only one man in the fight. It was a clinic. It wasn’t just that Pacquiao won, it was the manner of the victory. The eye test he passed with flying colors. He beat De La Hoya into submission adding a huge scalp.

Definitely the Barrera victory since he was a top 3 P4P fighter at the time, coming off great victories like Naseem Hamed and Erik Morales. Remember that this victory is what put Pacman on the P4P list for the very first time.

Barrera 1 because Pac wasn't on industrial amounts of PEDs yet.

It's an impressive victory but I still put it behind the other three. DLH was fat but drained and aged.

Gotta give Manny credit for fighting Barrera,Marquez and Morales in a short span.

they were a little shop worn from fighting each other.

    Barrera 1.

But the whole period from Marquez 2 till Margarito was awesome lightning in a bottle type stuff.

Guy went from super feather to facing basucally a middleweight on fight night destroying everyone post Marquez.
Pac was already an ATG but that made him a legend.

Had the Floyd fight happened in 2010 it would haveve been awesome for boxing.

Regarding Oscar that fighting is often critisized as cherry pickingbut remember Oscar was thr A side and pulled up a one fight lightweight to welter.
The fight was viewed like a mismatch in Oscars favour.

Pac looked at his absolute best in 2009 for me when he beat Hatton and Cotto.

I'd say Keith Thurman. Pac was 40 years old, inactive, Thurman was much bigger, and was more active than than the version Porter and Danny fought.

ODLH was a good win forsure but not Pacman's best. IMO. To Oscars credit his corner did kind of force him to agree to throw in the towel when he was in the corner.

Either Barrera, JMM (2nd fight), Cotto, or Thurman. All great wins. The Barrera fight is definitely his biggest win though.

I always liked the Antonio Margarito victory as my favorite. Margarito was suspect for cheating after he beat Cotto then when Margarito was caught red handed with the plaster of paris in the locker room going into the Mosley fight I really took a disliking to Margarito. ( watching Mosley give that cheater a relentless beat down was fun to watch)
Going into the Pacman vs Margarito fight many believed Margarito was to big for him and this fight was a bridge to gar for Pacman.
So to watch a world class boxer in Pacman give a one sided beat down to a cheating dirt bag like Margarito was great to see.
This maybe wasent Pacs best fight but under the circumstances was a great fight to see. IMO
