To me, it's always said relatively speaking. For example, if a fighter is severely overmatched in a world title bout and loses badly, I'll call him a bum but he's a bum relative to the champion and level he's fighting at.

If you ever stepped into a boxing ring or a boxing gym or did any form of combat sport you wouldnt call any fighter a bum,its funny when I see world champions being called bums on here..
A homeless person. Howard Eastman, Edison Miranda, and Jack Dempsey were all bums. I think Manny Pacquiao may have been a bum too.
This also annoys me very much, so respectful, its OK to say they are just decent or good but to call some of these Champions Bums is way out of line and is nonsense.
A bum is a fighter who loves the sport, but God bless him, he wasn't fortunate enough to have been given the physical qualities to make his dream reality. The term can be fluid, as example, some of the fighters Joe Louis faced in his famous "Bum-Of-The-Month" club were better than some of today's top contenders.
