Because he said so and some people are sheep and follow suit. People seem to love oneliners, even if they aren't or just partly true. Often are they used as a copout by fans because everyone knows the line and it always gets a lot of support. He wasn't the greatest in my book. Not at HW, but certainly not overall.

He's not the greatest. He used to mention it all the time that he was the greatest HW ever and that Ray Robinson was the greatest fighter ever P4P. He tried to emulate Ray Robinson in pretty much every facet of the boxing game. He was a great self promoter though, easily the greatest in the history. He was also a very polarizing figure- he was extremely charismatic and had many amicable traits but he was also known to be very nasty and was openly racist for a good period of his life especially when he was a member of the Nation of Islam. He fought in a time when there was a lot going on politically in the United STates, and his actions (or lack thereof,) was almost a direct representation of how most people in the US felt about the Vietnam war. IMO he was the greatest HW ever, but there's no way he could be seen as the greatest fighter in boxing history. He lost 3 years of his absolute prime due to being banned from boxing, but was still able to get incredible wins in the 70's against many HOF fighters. He's definitely a top 10 P4P fighter of all time, just not #1.
Physically and technically he was the greatest when he busted Cleveland Williams. Style and skill and strategy put together with mental drive and cool mind, he was the greatest when he mastered intimidating Sonny. Beat the System and became a free man inside as well as outside. Again, he mentally worked on Big George and humilliated him. His heart and soul were put to the test in Manilla and still he was the Greatest. And he would win a Championship a third time b'sides fighting beatdowns like against Holmes and fighting disease all this time. In resume, the Greatest.
