It would seem so, Lovemore fought a few blokes in defence of his IBF pan pac who couldn't even compare to him, for a bloke with fairly moderate power, they were all early stoppages. These days IBF pan pac's, paba and to a lesser extent opbf are just used as an easy way up in the rankings of that organisation. Instead of beating a top 10 contender for your rating, just defend your regional title 5 times and your already number 7 contender.
