In terms of merit, his boxing skills/potential and accomplishments within the ring as a fighter are all asymmetric to his popularity. But who says that there is a one to one correspondence between accomplishments and popularity? If this were so, Floyd would be the most popular fighter in ages and Bush would never be elected president. As other posters have pointed out, there are many more factors that go into the popularity equation. Oscar's popularity cannot be justified by his boxing accomplishments/attributes alone.

Oscar had BLAZING handspeed, one punch knockout power, GREAT defense, there was a point when Oscar was already a welterweight that all of his opponents combined had landed less than 14% of their punches against him on average. I would love to know how someone without a good defense manages that. On top of all that, his footwork used to be top notch, he also had a great chin, one of the best jabs in boxing, and also one of the best left hooks in boxing. Im not disagreeing with anything that you have said and nor am i trying to downplay Oscars achievements. But its merely interesting to note that despite not being THE best fighter in his division he has a tremendous amount of economic clout. It simply wouldnt matter who he fought the guy is a walking cash register. Id say Bob Arum did a dam fine job.
Against those big names, Chavez was shot, Whitaker was past his prime and arguably won, Vargas isn't a ATG nor HoF, Mayorga is a club fighter with Vernon Forrest's number, Camacho was shot, Quartey was shot but arguably won the fight as well. Oscar never really fought any of his HoF peers except for Tito, which despite the decision I feel he won. Oscar lost to Shane, ducked Forrest and never made a fight with Winky.
Quartey wasn't shot. He was coming off a 16 month layoff, but still in/near his prime. I woudn't even say Chavez was shot in 1996 either. Past his prime to be sure, but not shot.

First of all, those aren't the only names on Oscar's resume. Just a few that I named. We can play the "tear down a guys resume" game with every single fighter alive. Also... Chavez being "shot" is a complete lie. The man was only 33 years old, and was still the Champion AND still ranked high in the pd 4 pd rankings. Not only that, but AFTER oscar dominated him, he went on to win every single fight of his in the next 3 years outside of his next fight with Oscar. That isn't how a shot fighter performs. As far as Whitaker goes, Pernell himself called his fight against Oscar as one of his 5 greatest performances, EVER. He himself said that he was definitely not past it in that fight, and performed at the height of his game. He even brought footage of that fight to an episode of FNF that he was co-hosting because he was so proud of it. Just because he fell into a drug problem and went into rehab AFTER his fight with Oscar, doesn't discredit what Oscar did BEFORE that happened. Now the undefeated 29 year old Quartey was shot too? This **** never ends with you guys. Oscar ducked Forrest? Forrest was only briefly in the spotlight, and he only came into the spotlight at 147 AFTER Oscar had already moved out of the weight class. Not only that... but IMMEDIATELY after Forrest got into the spotlight by winning his two fights with Shane, he was knocked out 6 months later by Mayorga. You can't ever say that Oscar ducked anyone, because the man was always fighting mega fights. He can only fight one guy at a time. As far as Winky goes... it was already widely reported and ADMITTED by Winky Wright himself back in 2005, Oscar offered Winky more money than Winky had ever made in his career for a fight that would have taken place in November. Winky turned it down. This after Winky had spent the entire year talking ****, and acting like he was calling Oscar out. So, how exactly can Oscar be blamed when it was Winky who turned down the offer from Oscar? Not only just an offer... but an offer for more money that Winky has ever made. This just shows the bias that you have against Oscar.
