If the question is which welterweight came closest to defeating Robinson, then Sevo, Bell and Gavilan would be the top choices, with Bobby Dykes running Robinson pretty close when they fought, and Ralph Zanelli and Bernard Docusen being competitive, at the very least during their fights with SRR. Since Brimm, Basora, and Levine were all middleweights, they aren't in the discussion.
But still, it's seems reasonable that a champion that's been dethroned in a close fight should get a rematch. Robinson himself got an immediate rematch against Turpin, but of course he was much bigger name than Bell. Just curious as to whether there was any controversy about Bell not getting a rematch. Those losses can't have hepled his cause, though.
Robinson and Bell had already fought twice though, and there wasn't much controversy over the winner, not in the newspapers atleast. Servo may have very well ran Robinson the closest. I don't know much of those fights though. Servo was surely the sentimental favorite, a New York fighter with an unbeaten record, broken by Robinson.

True. Marty Servo wasa a great young fighter who won 40 or so fights without a defeat til he met the much taller Ray Robinson who beat Fritzie Zivic about that time. Robinson won two "disputed" decisions from Servo.Quite a feat for Marty Servo. Then in a stupid managerial move on his part ,manager Al Weil looking for some big money match, threw Servo in against the much bigger and stronger Rocky Graziano,in 1946. Rocky,was coming into his own, knocking out Harold Green,an acquaintance of my dad and I. Graziano gave Servo a beating ,smashing Servo's nose and stopping Marty in the second round. Servo,was never free from pain on his nose, and had to retire from the ring, ending a promising career. Servo lost only 3 fights in his career til his retirement...He could have been a great welterweight, if not for a bad match made by his manager,Al Weil, who guided Rocky Marciano successfuly...
